Such a brief news item but big news for the entire community of Sportsman’s Bowl, Island Road and Island Way. Last year when the flooding waters of Twin Lakes, Prather lake, Kearns Creek, Victoria Creek etc were being either pumped into, or simply funneling into Park Rill Creek, at the final ponds carrying this massive flow, was ONE small culvert. Debris and volume caused the waters to flow overland both there and at culvert on Park Rill Road. It was only when this was declared a State of Emergency that the RDOS brought in huge pumps to carry the water over the dike and into the river. A pump was also placed at the culvert at Park Rill Road. When the waters finally abated and the Emergency was over, the RDOS explained they had no budget for preventative measures, thus the culverts were no longer their problem. I was told the only way to deal with this issue was to either impose a substantial tax on rural residents to put in the culverts, or bring in the pumps again should flooding occur. Our RDOS director, Rick Knodel, expressed his concern with the government’s culvert permitting system when consultants reviewed this disaster. It is a huge relief that the Ministry of Forest, Lands, Natural Resources and Rural Development have now intervened and at least placed this culvert at this outlet to the river.
