What is the ‘latest’ on the syphon at Gallagher Lake?

Staff were asked in a recent Council resolution if we could leave the canal damaged pipe “as is”, with the fixes we completed in 2016; re-slope and add cover to the damaged area. We also discussed the expected life expectancy of the pipe repairs and what is involved and costs for an emergency response if more rock fall were to happen and damage the pipe during the irrigation season.

On a Geotechnical and safety stand point

• This area of the mountain is unstable and we may not get sign off from worksafe to have any equipment above the surface (we were cleared to work inside but not cleared outside originally).

• We would likely need another Geotechnical assessment of the stability of the work area and was noted previously that work could not be done during freeze thaw periods.

• T & A rock scaling noted to Geotechnical Engineer that they could continue to chase loose rock 30 to 40 feet north and south of bluff (and further up the mountain) work area and upon a completion of that; bolting would still be required after.

• The Rock Scalers also noted a large block of rock that was separating from rock face for another potential rockfall (picture attached).

• Would Helicopters get close enough to drop (sand) where they need to without being susceptible to any loose materials affecting or damaging their machines from above? Barging material and rock slinging would likely be a more suitable way to cover if we could.

Other Information

• In 2013 the canal finished a capacity assessment that calculated that the Town could allow 105 to 110 cubic feet per second (cfs) through the canal diversion,

• Staff have determined the canal capacity (operationally) is estimated at 70% (of full capacity) now since working with the temporary fix the last three seasons.

APC decision rejected by RDOS board in Penticton

Denied by Area Planning Commission – land in question should be used for farm use and soil should not have been removed from the property.

Matter was returned to the RDOS board for their decision – which means the application goes to the ALC, the final arbiter. If agreed at that level – a rezoning would take it back to the APC and the RDOS.

RDOS Staff recommendation had been : THAT the Board of Directors “authorize” the application to undertake a “non-farm” use at 7910 Highway 97 (Lot 15, Plan KAP5631B, District Lot 2450S, SDYD, Portion Plan 1729, Except Plan 14334) in Electoral Area “C” to proceed to the Agricultural Land Commission.

Purpose: To undertake an outdoor storage use within the Agricultural Land Reserve (ALR). The land had been zoned commercial for many years with a small business located there but with farming at rear. Former site called Wilcox Corner, Curt’s Auto and many other businesses in 70 years.

Two motorcycles collide in Oliver – one driver killed

Motorcyclist killed Friday on Fairview Rd west of Rockcliffe Road (Cemetery)

‘Male at incident scene unresponsive and transported to hospital where  pronounced deceased.’

Update 1 –

A motorcycle collision claimed the life of one rider Friday night in Oliver.

About 9:40 p.m. two motorcycles seen travelling at a high rate of speed on Fairview Road collided when one of the riders turned unexpectedly in front of the other.

A 44-year-old man was found unresponsive at the scene. He was rushed to South Okanagan General Hospital by paramedics, where he was declared deceased.

The other rider, a 33-year-old male, was treated for “road rash,” having suffered no serious injuries.

Police and coroners are investigating the crash.

Obituary for

Victor Edward Magnus

Feb 19, 1932 to June 3, 2019

Victor Edward Magnus was born to Karl and Karoline in Macklin, Saskatchewan, near the rural farm town of Luseland where his family lived. He was child number 14 of the family’s 16 children, and grew up working on the farm and having lots of fun with his siblings and many cousins. When Karoline’s health deteriorated in the late 1940s, the family bought a 10-acre orchard on Road 2 in Oliver where the Magnus parents could retire. Vic traveled back and forth between Oliver and Luseland, working the farm and helping with the orchard. Trudy, Ted, Vic, Margaret and Maxine, with help from other Magnus siblings in the Oliver area, took turns caring for their parents from the early 1950s until Karoline’s death in 1964. Vic earned a diploma in Christian Education from Briercrest Bible College in Caronport, SK, and then spent an extra year there earning his High School Diploma.  Vic and his brother Ted worked the Oliver orchard together, and when the Luseland farm sold, used the proceeds to buy waterfront property that is now part of Kenyon Park in OK Falls.  There they built the South Shore Motel, which became a popular summer vacation spot.

Vic married Dedie Penny in 1969.  Recalling their five-year courtship, Dedie laughs that “Vic could be counted on to never make sudden decisions.”  An orchardist during the growing season, Vic worked at the Oliver SunRype plant in the winters until it closed in the mid-1980s. He was one of the founding members of the Oliver Alliance Church, and helped to build the first church building on the corner of McKinney Road and Park Drive. He was a devoted father to the girls he and Dedie adopted in 1977 and 1981, and enjoyed taking them on driving vacations to Disneyland and the Washington and Oregon Coasts. Even in his 70s and early 80s, Vic seemed much younger than his years. He created precious memories with all four of his grandchildren. Jesus Christ was the cornerstone of Vic’s life, and he was a faithful Christian all of his days.

Vic is survived by his wife Dedie, daughters Lesley (Jordan) and Alison (Richard), grandchildren Connor, Kate, Audrey and Bridget, brother Art (Mary), and many members of the Magnus family whom he loved.

Vic spent the last year of his life in Sunnybank Centre being cared for by the people he called his “angels”, the wonderful staff who made those difficult months as happy and comfortable as possible. Our family is ever so grateful to them, and to Dr. Steven Evans, for their skill and kindness.

Nicknamed “MacGyver” by his family, Vic will also be remembered for his ability to build, fix and jimmy-rig anything.  He used that gift right to his last days to escape safety restraints and remove locks at Sunnybank.

A memorial service will be held at 2:00 pm, Friday June 28, 2019 at the Oliver Alliance Church followed by a reception in the church hall.

Bodies recovered – see update

Global Okanagan reports: Area residents said emergency vehicles flooded the area near the beach access on Magnolia Place and Oleander Drive.

 

Update 1 –

” The incident happened in the middle section of the lake ( between the bridge and Haynes point ). Both boats involved sank. Debris from the crash was washing up on Haynes point. Of the three that were transported to hospital two went to Oliver and one to Penticton. It is believed that there was at least one more person who was not found, RCMP were continuing to search. Incident command located at a lake access off of Magnolia place.”

Update 2 –

“RCMP in Osoyoos and the Underwater Recovery Team are searching for the occupants of a boat after a collision on Osoyoos Lake yesterday.

On June 8, at 7:15 pm. the Osoyoos RCMP received numerous reports of a collision between two boats on Osoyoos Lake between Highway 3 and Swiws Provincial Park/Haynes Point. Both boats quickly sank. The cause of the collision remains under investigation.

The three occupants of one boat were rescued and transported to a local area hospital. The two occupants of the second boat remain unaccounted for.

Osoyoos RCMP and the RCMP Underwater Recovery Team are currently on scene and conducting a search of the area.

Anyone who was a witness to this incident and has not already spoken to police are asked to contact the Osoyoos RCMP Detachment at 250-495-7236.”

‘I heard the crash and watched one of the boats sink. I ran down to the causeway and wrenched off a chain blocking vehicle access to the lake so that could paramedics could drive in.’

“I saw a small grey tin fishing boat with a bar on top going across Osoyoos Lake when suddenly from behind Haynes point ……a red wooden boat came speeding around and crashed into the grey boat.”

Two people were taken to hospital in critical condition after boats collided on Osoyoos Lake-  Saturday night.

Calls came in at 7:15 p.m. Saturday.

…..the King of Pop Art himself…. Andy Warhol

Pop into the Quail’s Nest Arts Centre July 1 to 6, when the Ripoff Artists take on Andy Warhol, the king of Pop Art himself. Warhol (1928-1987) is best known for his paintings and silk screen prints of Campbell’s Soup and Coca Cola, and for his brightly coloured portraits of celebrities such as Elvis Presley, Mao Tse-tung and Marilyn Monroe. Many of his images are so familiar, they’re well-known iconic images themselves.

Pop Art, an art movement of the late 1950s and early 1960s, was a reaction against fine art, which had become so elitist, the average person couldn’t understand it. Abstract expressionism was the premier style of the moment, with lots of brushstrokes, colour and unclear imagery, or no imagery at all. Pop art instead used cartoon art and the clean-lines and clear representations of commercial art and advertising to poke fun at the art establishment, and to make ironic statements about modern life and society as a whole.

Besides paintings and prints, Warhol made films, managed a rock band, The Velvet Underground, and hosted parties at his studio, The Factory, in New York. In the Swinging Sixties, his parties became the place to see and be seen, and careers were made for artists, models and actors simply by being a friend of Warhol’s.

He’s also known for personal eccentricities: his monotone way of speaking, his 40 platinum blonde wigs, his “uniform” of all black or black and white clothing. His life became his medium. One of his constant themes was the relationship between popular culture, celebrity and art. Perhaps his best-known phrase is that we all get “fifteen minutes of fame.”

For their fifteen minutes of fame, the Ripoff Artists will explore his many self-portraits as their warm-up artworks, followed by digging into his portraits of Marilyn Monroe. During the week of July 2 to 6, the artists will be at work at the Studio building in the Quail’s Nest Art Centre, 5840 Airport Street, in Oliver, from 9 am to 3 pm. The public is encouraged to come in and see what they’re up to! An opening reception on Monday July 1 from 6 to 8 will feature 1960s party food. Wear your best mod outfit and come down for your own fifteen minutes of fame!
