Town council Tuesday night

Bridge Park – lots of discussion. No decision. Staff requested to do a re think and bring back more possible plans at next meeting.

 

Entrance to new Hotel – In a split vote – council voted in favour of a permit to allow a scaled down version for the hotel entrance.

Councillor Veintimilla and Councillor Mattes voted against the proposal

 

Petro Card Lock station (pictured above)

Council gave permission for a new petro card lock station on Sawmill Rd on same location as one that existed for many years.

 

3 Bay Airport Hangar

Approved as proposed south end of airport adjacent to a newly constructed hangar

9% increase in expenditures in Town budget – passed today

Moved and seconded that staff be directed to increase taxes collected by 9% as presented in budget scenario #2. This equate to a $47.51 increase of the  municipal portion of an average residential home tax in 2018….

Moved and seconded that staff develop a policy for the continuation of tax increases to fund anticipated RCMP costs…. and

Moved and seconded that staff be directed to develop a reserve to allocate 50% of non-market increases in revenue to be held for any RCMP major crime incident in the future.

Budget Scenari0 #2:

This scenario outlined by Councilor Mattes, where there would be a 9% increase annually and the funds would be used towards the various capital projects over the next five (5) years.

This money will be allocated solely to capital projects. In the year 2022 we will shift that amount that has been going to the capital projects and allocate it to the expected policing costs.

It is acknowledge that in 2022 or whenever the population increases to the trigger point of 5000 persons. Capital expenses will be determined by council as a new expense. (meaning another increase in taxation).

The point of the accepted motions is that people here today will not pay for an expense anticipated but for actual road, sidewalk and other general capital items.

Throne Speech – in a capsule

Historic investments in housing and child care are at the heart of the speech from the throne, which focused on making life more affordable, creating more opportunity for people and a brighter future for British Columbia.”Making life more affordable for people is at the heart of this throne speech, and will be front and centre in next week’s budget,” said Premier John Horgan. “British Columbians have made their priorities clear. People are frustrated after years of rising living costs, dwindling services and neglect by the previous government. Our government will take concrete action to give people relief from excessive fees and rising costs to help make life better and make sure people have the opportunities they need to succeed.”

The throne speech announced the start of the largest investment in affordable housing in this province’s history, including social housing, student housing, seniors housing, Indigenous housing and affordable rentals for middle-income families. Government will also introduce significant new measures to address the effect of speculation on real estate prices and to crack down on tax fraud and money laundering in B.C.’s real estate market.

“Access to affordable, safe and secure housing is the top concern for people in B.C. To tackle the housing crisis head-on, government will make the largest investment in housing in B.C. history and take swift and broad-ranging actions to reign in skyrocketing house prices,” Premier Horgan said.

Government will also make the most substantial investment in child care in B.C.’s history and take the first steps to implement a comprehensive child-care program to reduce costs for families and meet the needs of every family in the province.

“We know when we invest in child care, everyone benefits. Government has also announced today that we will make significant investments to make sure families have access to safe, quality and affordable child care,” Premier Horgan said.

Government reaffirmed its commitment to building a strong, sustainable economy, to create good jobs, expand markets abroad, attract investment and become a leader in the low-carbon economy of the future.

Investments in public services, to make sure they are available, reliable and affordable for everyone, remain a priority for government. Commitments to improve health care, education and public safety in every part of the province were also highlighted in the speech.

Government re-committed to a true partnership with Indigenous peoples based in rights, reconciliation and respect, to implement the United Nations Declaration of the Rights of Indigenous Peoples, to protect B.C.’s environment and coast, and to take concrete action on climate change.

Cars damaged –

In the early morning hours of February 10th, 2018 a motor vehicle hit and run occurred in the area of Gala Street and School Avenue in Oliver BC.

The suspect vehicle struck 2 vehicles that were parked in the 700 block of School Avenue.

Though investigation the suspect vehicle has been identified as a early model white Honda Civic.

Oliver RCMP is asking anyone with any information or who was possibly a witness to this incident to please call Oliver RCMP.

Condolences to the family

In Loving Memory

Carson Vera Horn

(1929 – 2018)

Carson Vera Horn of Oliver, BC passed away peacefully on Saturday, February 10, 2018 at the South Okanagan General Hospital at the age of 88 years.

She is lovingly remembered by her sister Nina (Metro) Kosyk, brother Nic Shugalo (Sheila Turgeon), and brother Ed (Brenda) Shugalo, together with many nieces and nephews. She was predeceased by her sister Hope.

Born in Borodichi, Poland in 1929, Carson immigrated to Manitoba at the age of nine with her family.

Carson was employed as a secretary for British American Oil, for the Australia Trade Commission, and for the CBC. Her hobbies and interests were as exciting and far-flung as her career. Carson was a world-wide traveller, visiting Russia, Israel, France, Hawai’i, Italy, Alaska, and many other places around the globe. She was an avid photographer, capturing every special moment and beautiful vista. She did all she could to stay fit and was a life-long learner. Quieter pursuits were gardening and reading. Most important to her was visiting with family.

Carson will be remembered for faithfully visiting friends at Sunnybank and McKinney. She attended the Oliver Alliance Church.

The memorial service will be held on Saturday February 17 at 1:00 p.m. at the Oliver Alliance Church, followed by a reception. A graveside service will be held at the Oliver Municipal Cemetery at 3:30 p.m.

Kiwanis Curling

Kiwanis Host Annual Junior Bonspiel

The Oliver Curling Club hosted their Annual Junior Bonspiel on Saturday Feb 10th.

Rosemary Pritchard representing the Kiwanis presented the winning team, skipped by Matt Lowry from Penticton with their medals.

 

The A side of the Bonspiel featured teams from Oliver, Summerland, Penticton and from as far away as Merrit and Kelowna.

On the B side the 8 players changed teams – each game and scores were awarded as individuals. The overall winner of the B side was Craig Aitchison of Summerland.

 

As it was Family Day Weekend all family members were treated to a wonderful lunch prepared by Sylvia Lowe and Tony Murray.

The Oliver Curling Club is a busy place and will once again have its doors open to visitors when it hosts the Annual Combined Bonspiel from Feb 16 – 18th.  Spectators are welcome.
